儘管歐元區峰會最後聲明一再堅稱，今後希臘大部分的公共政策必須獲得紓困案監督者事先的同意，但榮科駁斥有關希臘總理齊普拉斯遭到羞辱的說法。
榮科說：「在這項妥協中，沒有勝利者，也沒有失敗者。我不認為希臘人民遭到羞辱，也不認為其他歐洲國家丟了面子。這是典型的歐洲式安排。」
希臘人民為了結束5年來令人窒息的撙節措施，在5個月前的選舉讓齊普拉斯登上總理寶座。他本人說，他和他的團隊已「打了艱苦的一仗」，必須作出困難的決定。他說，他獲得有所改善的債務重整承諾，並且「避免了扼殺財政的計畫」。
希臘贏得有條件的協議，未來3年內將收到可能達到860億歐元（950億美元）的紓困金，也將獲得保證，歐元區財長將在數小時內集會，開始討論在紓困措施就緒前彌補資金缺口的方式。這項紓困計畫將必須獲得國會的同意。
但齊普拉斯必須按照緊湊的時間表實施改革，才能獲得紓困。改革範圍包括增值稅和養老金，以及如果希臘未達成財目標將自動削減預算，還有實施新的破產規定和歐盟銀行法，這些新的規定和法令可能讓存款大戶蒙受損失。中央社（翻譯）
